Jinmen LED street lamp procurement case: manufacturers profit more than million

Recently, Taiwan Jinmen LED street light transformation project came out of a bad case. There was a collusion between the white surname contractor and the Lin surname manufacturer in the purchase and acceptance process of the Jinmen county government conservation project. The sum of the gross profit was more than 7 million yuan (NT $1 million 423 thousand yuan), and the prosecution made two yuan on each of the two yuan for 19 yuan each day.

The original purchase price of the LED street lamp purchase case in Jinmen county is 28 million yuan (RMB 5 million 691 thousand and 900 yuan). In 2011, it was awarded 18 million yuan (RMB 3 million 659 thousand and 100 yuan) by the Xinbei related manufacturer, and the acceptance procedure was completed in 2014.

However, there were rumours of fraud in the process of transformation, and the investigation was conducted in 2012 years. In the evening, Dong Hanyao, Li surname, director of the maintenance project of Jinmen County, and 9 contractors of white surnames and manufacturers and staff members who were in charge of purchasing business came to the court. They found that when they handled the LED street lamp purchase case from 2010 to 2011, they suspected that the manufacturers had already made the decision, and they chose to purchase the products themselves, and the purchasing price was determined. Receiving procedures, there is a heavy escort.

The inspection found that the purchase of LED street lamp products was not in conformity with the specifications of the original case. The most obvious reason was that the origin was "mainland China", not the "Taiwan system" set out in the procurement case, and the initial estimated profits were 7 million yuan (about 1 million 423 thousand yuan). Both the surname contractors and the surnamed Lin manufacturers deny that they are cheating. After hearing the news, they will be returned.

Liu Yingfang, chief prosecutor, pointed out that there were more than 10 vendors who met the tender qualifications at the time, and finally 3 of them had participated in the parity according to the provisions of the "public supply contract". The prosecution will continue to verify the current search information and the confession of the persons involved, and do not rule out the possibility of a new wave of interviews and upward development.
