Ministry of environmental protection: from 2021, China will no longer use fluorescent lamps and mercury containing batteries

The Ministry of Environmental Protection announced in July 20th, the "Minamata Convention" on Mercury will come into force in August 16, 2017, from 2021 onwards, Chinese will eliminate the "Minamata Convention" on mercury requirements of mercury containing batteries, production and use of fluorescent products by 2032, to shut down all of the native mercury ore mined.

Mercury, commonly known as mercury, is the only liquid metal at ambient temperature. It is used in a wide variety of products and processes. The production, use and emission of mercury and its compounds can cause environmental pollution, and cause disorder of the nervous, immune and reproductive systems in humans and mammals, especially in fetuses and pregnant women.

The "Minamata Convention" on Mercury is a new global Convention on environment and health fields in recent ten years in the contract, to urge the government to take concrete measures to control mercury pollution. The United Nations Environment Programme decided to conclude the Convention in February 2009. China was one of the earliest signatories to the treaty. In 2016, the NPC formally reviewed and approved the accession to the convention. According to the United Nations Environment Programme, there are 128 signatories to the Convention so far.

The Ministry of environmental protection deputy director of international cooperation center Yu Lifeng at a press conference, announced the performance schedule Chinese: from 2021 onwards, Chinese will eliminate "Minamata Convention" requirement on mercury containing mercury batteries, fluorescent lamp production and use; VCM (Lv Yi Xi, will produce waste water containing mercury) production industry the use of per unit of product is reduced by 50% in 2021 (based on 2010); by 2032, to shut down all of the native mercury ore mining; for coal-fired electric field emission sources, to 2020 to complete the emission system, a clear focus on the source control, to determine the emission reduction targets and measures.

Yu Lifeng introduced, in order to implement the Convention, in conjunction with the relevant departments of the Ministry of environmental protection has been amended a number related to the mercury emission standards, assessment of the current state of the ten main mercury pollution industries, launched the preparation of strategic action plan. The next step will be to control the source, reduce, develop alternative technologies to jointly promote the reduction of the mercury industry, and carry out the management of mercury containing waste and contaminated sites in a planned and step-by-step manner.

According to Yu Lifeng, China is one of the major emitters and uses of mercury. "12th Five-Year" period, China has one of the heavy metal mercury included in the five priority control, in a formal performance before some sectors of the work has been carried out by means of control, energy conservation and other measures to do a lot of work.

"Performance is a win-win process for developing countries like China, and at the same time, it also forces the elimination of backward production capacity and promotes the technical level of related industries."." Yu Lifeng says.
