"Pacesetter" Qingyuan: completed the largest single LED street lighting project in Guangdong

It is understood that the project is so far the largest single LED street lamp energy-saving renovation project in Guangdong, and the first public tender for urban street lighting LED transformation project since the issuance of the "implementation plan of promoting the use of LED lighting products". The project started in December 2012 and has undergone more than 1 years to complete the project transformation. The project ranges from east to Yuan Tan, from south to silver, West to stone, and from north to fresh. There are 47 thousand LED streetlights installed on 223 roads. The project has a power saving rate of over 50%. It saves more than 2000 kilowatts of electricity every year, which is equivalent to the annual lighting consumption of 50 thousand households. The project adopts the contract energy management mode, which is invested, built, managed and served by the south network energy company. The energy saving benefit sharing period is 8 years, and the electricity charges saved are allocated according to the agreed proportion between the two parties.

LED popularization and Application

In May 28, 2012, the Guangdong Provincial People's government held a working conference on promoting the application of LED lighting products in Guangzhou, and studied the deployment of our province to popularize LED lighting products in the field of public lighting, and issued the Guangdong provincial implementation plan for promoting the use of LED products. Vice governor Liu Zhigeng represented the provincial government and municipalities. The government signed a letter of responsibility to promote the use of LED lighting products, and Zhu Xiaodan, deputy secretary of the provincial Party committee and governor of the provincial Party committee, attended the meeting. According to the implementation plan, Guangdong will popularize LED public lighting in 3 years. The Pearl River Delta region will be completed by the end of 2013, and LED public lighting will be popularized in the northwest of Guangdong Province before 2014.

The Qingyuan municipal Party committee and municipal government immediately convened a working conference on promoting the use of LED lighting products in May 31, 2012. At the meeting, the municipal Party committee and the municipal government made clear the requirements and safeguard measures for the popularization of LED lighting products in the public lighting sector in the next 3 years, and signed with the counties (cities, districts) the government's work responsibility for the promotion and application of LED lighting products in Qingyuan, and put the application of LED lighting products into the assessment of energy saving and emission reduction.

Subsequently, the municipal government issued the "implementation plan for the promotion of the use of LED lighting products in Qingyuan", and set up a work leading group to promote the use of LED lighting products. The leader of the municipal government is responsible for organizing and coordinating the relevant departments to participate in the implementation. It ensures the promotion of the smooth implementation of LED products. The leading group has offices under the Municipal Bureau of comprehensive administration, and is responsible for promoting the day-to-day work of using LED lighting products. In November 2012, the Qingyuan Municipal People's government authorized the Municipal Bureau of comprehensive administration to sign the contract for the procurement of LED street lamp energy saving renovation service in Qingyuan city.

Three years popularization

LED lighting in public lighting area

It is understood that in order to speed up the popularization and application of energy-efficient and environmentally friendly semiconductor lighting (LED) products, promote energy saving and emission reduction, and promote the development of LED lighting and related industries, and promote the application of LED lighting products throughout the city, Qingyuan has formulated the implementation plan of promoting the use of LED lighting products, which has clearly identified the objectives and tasks:

The first is the popularization of LED lighting in public lighting in three years. The plan points out that the LED lighting products should be popularized and applied in the area of public lighting, such as roads, public places, government organs and other financial or state-owned capital investment lighting projects. From June 1, 2012 onwards, all new lighting projects in the above fields will be implemented with LED street lamps, garden lights and landscape lamps. The original non LED lighting products will be completed in stages in 3 years and 2014 by the end of the year.

The two is to speed up the popularization of social LED lighting. Taking 3 years of popularization of LED lighting in public lighting as a demonstration, through the promotion of indoor lighting and other comprehensive LED lighting social demonstration projects and the promotion of related supporting policies, we will accelerate the pace of non-public lighting promotion, and advocate and promote the gradual promotion of LED lighting products in various sectors of the society.

The three is to promote the application of urban and rural areas. In the application demonstration project arrangement, we should take full care of the rural reality, arrange a certain proportion of demonstration projects in rural areas, and guide the application of LED lighting products to rural areas.

The four is to achieve the goal of energy conservation and emission reduction. By popularizing the implementation of LED lighting product engineering, the energy saving of lighting up to 50% is achieved.

Meet the relevant regulations of the state

In the process of promoting project construction, the quality of project is the top priority of Qingyuan.

According to the relevant person in charge of Qingyuan City Comprehensive Administration Bureau, we must strictly ensure the quality of popularization and application in the process of project construction. Strictly grasp product access conditions and promote the products used in engineering must be the recommended Catalogue Products of Guangdong LED benchmarking system. We should give priority to products with high energy efficiency and high degree of local support. LED luminaire manufacturers must ensure consistency between the installed products and the benchmarking products, and recommend the products for the deception to cancel the catalogue, and not to participate in similar projects bidding within 3 years. If an energy conservation service company fails to purchase products in accordance with the regulations, it shall cancel the bid qualification and shall not participate in the implementation of the LED lighting project within 3 years. Strict technical admittance condition, the index of road lighting after transformation must satisfy the requirement of "urban road lighting design standard" (CJJ45-2006). After transformation, the voltage, current and power factors of the road lighting system must conform to the national power design standards such as power quality, public power grid harmonics (GB/T14549-93) and so on. Especially in areas involving public transport safety, we must steadily promote and strictly control quality and ensure safety first.

Reporters learned that, according to the results of the third party detection, the LED lighting products used in this project are recommended products for Guangdong LED benchmarking system. The life of the luminaire chip is not less than 50 thousand hours, the luminous efficiency of the chip is not less than 110LM/W, the color temperature of the light source is 3500-5000K, the color rendering index is greater than 70, the power factor is more than 0.9, and the protection is so on. Above IP65, the heat dissipation performance is good, the bat wing light distribution design, the basic performance requirements meet the national energy conservation related regulations.
