South Korea in 2006 developed a universal LED lighting "15/30 (reached 30% penetration rate by 2015)" target, and began to fully import LED lighting. The first to traffic lights, outdoor displays and billboards and other replacement into LED products, so many companies will be regarded as an opportunity to expand their business, have set foot in the LED lighting market.
But the current situation is that in South Korea, LED lighting is not as popular as originally planned. Through large-scale investment in large enterprises, such as the South Korean short time LED chip manufacturing and other upstream supply chain jumped to second place in the world. In the lighting equipment manufacturing and other downstream industries, in addition to large enterprises, small and medium enterprises have also entered the overseas market has shown a positive attitude. However, due to more involved in business, coupled with the continued rapid decline in prices, leading to the Korean LED industry is now entering a difficult period.
To add insult to injury is the pace of popularization of LED lighting in Korea stalled. 2010 LED products accounted for 2.5% of the overall lighting, by the end of 2011 was about 4% (Seoul city is about 6%), the penetration rate has been improved. The government has implemented several LED policies to support enterprises and reduce power consumption (see Table 1). To meet the government's 2006 "15/30" goal, from the beginning of the year in 2012 at least 6.5% of the speed of universal. But for now, the South Korean government's goal seems difficult to achieve.
If South Korea's domestic LED penetration rate has been hovering at a low level, then unable to compete in overseas markets, the future of the road will be very difficult. Therefore, the South Korean government, the city of Seoul and the LED industry group Korea LEDAssociation (KLEDA) are standing on their respective positions, were introduced to further promote the popularity of LED measures. Here to introduce the hope to take the lead in promoting the promotion of LED lighting Seoul policy.
Lighting 100%LED as the goal
Seoul had launched a very positive LED universal policy. From 2007 to 2009, a total of 23 billion won, the transport facilities of the 156 thousand lighting and public institutions building, the replacement of the lighting into a LED product (Table 2). The annual savings of electricity and electricity charges reached about 42 thousand and 400 MWh and a total of about 1 billion 600 million won.
2012, on the basis of the policy, the Seoul municipal government in order to achieve the lighting 100%LED, and added a number of measures. Seoul announced in June 2012 that the city's public institutions are obliged to use LED lighting in new public buildings". By the end of June 2012, the Seoul public sector LED lighting use rate of about 10%. According to reports, the future will further expand, the goal is to make the public institutions use LED lighting rate in 2014 reached 50%, 2018 reached 100%, the folk LED lighting use reached 100% in 2030 (Figure 1).

2014 before the replacement of LED lighting is the goal of 7 million 800 thousand. Including 50% or 800 thousand of the public institutions, namely, the light of the 25% or 7 million. According to Seoul projections, if the goal is achieved, the annual savings of electricity will be about 1100GWh, which is equivalent to the numerical value of the representative of Seoul high-rise building 63 building electricity consumption in 2011 (about 35GWh) about 30 times. Converted into the amount of words, the annual cost reduction of about 120 billion won.
The objects of the public buildings include the Seoul municipal government building, 25 districts, 17 utilities, the construction of the 218 subway stations, and the underground shops on the 20 street. These places will be replaced by all the lighting LED lighting, has begun to steadily implement. Seoul district will also be in 2012 to build new public buildings LED lighting utilization increased to 50% in 2013 to 70% in 2014 to reach 100%.
