In the tide of energy saving and carbon reduction, many countries have already stipulated the sale of incandescent bulbs, including the Taiwan region, which also announced in 2008 that the incandescent bulb was completely replaced for 5 years. Under the forbidden sale of the incandescent bulbs in the past 10 years, the global sales fell from 12 billion to 2 billion in the past year, but there are still many developing countries. Still selling and using incandescent bulbs, the United Nations now decides to stop incandescent bulbs. It is planning to help developing countries to introduce lighting energy efficiency specifications and eliminate the last incandescent bulbs.

In the United States, new lighting energy efficiency regulations will come into force in 2020, which stipulates that the lighting efficiency of the bulbs must be above 45 lumens per watt. Under this standard, only fluorescent light bulbs and more energy-efficient LED bulbs can be passed off, incandescent bulbs will be banned; Europe, which has already banned incandescent bulbs, is further in September 2018. The halogen bulbs should be eliminated in an all-round way. However, in the development of China, most of them have no relevant specifications, and although LED bulbs and light bulbs have long been used to save money, developing Chinese consumers do not have the concept of the overall cost of use, only to buy incandescent bulbs only because incandescent bulbs themselves are cheap.

To address the problem of energy waste, at the end of May 2018, at the Energy Efficiency Global Forum in Copenhagen, the United Nations Energy Program "for energy efficiency solidarity" (United for Efficiency, U4E), the NPO natural resources guardian (Natural Resources Defense Council) NDRC), Signify, together with the modular specification guidelines for lighting energy efficiency, are expected to help the global use of efficient lighting methods faster.

The guidelines provide the development of China with the intended use of the relevant specifications, so long as the "clippings" can be easily legislated. If you intend to eliminate incandescent bulbs, halogen bulbs and fluorescent light bulbs at one breath and replace the most power saving LED bulbs directly in a comprehensive way, the "A option" (Option A) can be selected; if it is intended to be more gradual First phase out incandescent bulbs and halogen bulbs, but temporarily retain fluorescent light bulbs, just to compare the countries that encourage LED bulbs, and choose the "B option" (Option B). The guidance of the plan is only to guide the general lighting, and will gradually expand to street lights, office lighting, industrial lighting and other lighting fields in the future. The natural resources daemon believes that if countries currently lacking lighting energy efficiency related norms can use this guideline, it will save $18 billion per year in electricity expenditure and reduce 160 million tonnes of carbon dioxide emissions.

As long as the incandescent bulbs still can be sold legally, global manufacturers will continue to produce, export to developing countries, and many non-profit organizations have found incandescent bulbs widely used in the waste farms of developing China, and the supply of electricity is gradually increasing because of the rapid growth of Chinese family members. If it is not standardized, a considerable amount of incandescent bulbs will be increased, and electricity consumption is increasing, and new power plants must be built, which is a great burden to the development of China's home, and the development of Chinese families often choose coal-fired power generation, which is a bad news for the global environment. The United Nations hopes to use this plan to assist the development of China's homes to reduce energy consumption during the surge.

But there is no practical benefit. "Energy efficiency solidarity" is not only a code of writing, but more active and practical recruitment of developing countries to promote the application of lighting energy efficiency specifications. There have been more than a dozen countries responding, including South Africa, Chile, Bolivia, Indonesia, Nai, Leah, Costa Rica, and Costa Rica. Based on this modular guidelines, and writing the legal norms of the country, the incandescent light bulbs that accompany mankind for nearly 140 years will gradually disappear from the earth when the United Nations smoothly lets all countries implement relevant norms and implement relevant norms.
