Relying on the industry departments and associations and other institutions, the construction of intellectual property rights of public service platform of LED, explore the establishment of early warning mechanism of intellectual property and patent sharing mechanism, establish and improve the patent pool, monitoring and sharing of intellectual property rights LED industry dynamic information, provide the research before, during and after the whole process of intellectual property risk consulting services for enterprises.

Speed up the application of testing institutions. Relying on the national and local quality supervision and inspection center, strengthen market regulation and supervision, on a regular basis, LED light source, lamps and lighting accessories and so on various aspects of product safety, energy saving, environmental protection and other indexes, for public exposure and penalties for non-compliance of enterprises, and urge enterprises to strengthen their own management and technology, improve product quality level. Further establish an international advanced level of third party testing platform to enhance the detection ability and level.

Encourage LED upstream and downstream enterprises to explore new cooperation model, combined with the advantages of the development of products, to further develop customer resources, complementary advantages, enhance the overall efficiency of enterprises. To promote the construction of comprehensive solution of the LED platform, integrated LED creative experience, brand promotion, product sales and other integrated services, gathering enterprises, government and capital and other resources, the establishment of LED industry benchmark cooperation platform.

Construction industry norms to guide rational investment. The establishment of LED industry norms conditions for the industry to develop access conditions to avoid blind investment enterprises, low-level redundant construction, and guide the healthy and orderly development of the LED industry. Play the role of industry associations and industry alliance function, increase the LED industry rules and investment risk propaganda, organize regular seminars or Symposia on the LED industry, technology, market analysis, and guide rational investment.
