The modified energy conservation law also stipulates that the buildings do not meet the standards for energy conservation of building engineering, construction administrative departments shall not approve the construction; construction has commenced, it shall be ordered to stop construction, within a time limit; has been completed, may not be sold or used.

The modified energy conservation law also explicitly requires the use of air conditioning, heating and refrigeration in public buildings, indoor temperature control system shall be implemented; the centralized heating of the building step by step implementation of household metering heating and the heat charging system; strict control of public facilities and large-scale building decorative landscape lighting energy consumption.
