1 benchmark value is difficult to determine: street lamp transformation involves a wide range, a general transformation of the city hundreds of thousands of thousands of thousands of lights, divided into many groups of electricity charges. The total monthly electricity by the seasons, light time, bad light quantity, voltage fluctuation, power loss, new lighting, connecting it with (signs, traffic lights, billboards) and other factors vary greatly, resulting in electricity base is difficult to determine. Base is not allowed, the amount of electricity can not be accurately calculated;

2 after the transformation of the monthly electricity tariff statistics: LED street lights after the transformation of the monthly electricity tariff is equally difficult, but also a lot of work, waste of manpower and material resources, the operation is difficult;

3 dynamic changes: due to the continuous development of road construction, street lights are constantly changing, this dynamic change has increased the difficulty of statistical work;

4 not only save electricity: LED street lamp is not only energy efficient, the life of up to 5-10 years, greatly saving maintenance costs;

5 fiscal expenditure can not be operated: the financial revenue and expenditure are generally two lines, the money saved is actually no money, can not be converted into expenditure. The lights are only allocated limited maintenance fees, can not be used for equipment modification;

6 corporate debt pressure unbearable: the company's own funds are limited, and a large number of street lamps, capital demand is also large, if the enterprise to undertake the project investment, but also can not afford.
