Taiwan authorities said the United States illegally fined $150 thousand investment in the mainland

According to foreign media reports, Taiwan's Ministry announced on UMC (hereinafter referred to as UMC) fined NT $5 million ($155 thousand) fine, the reason is that the company had "illegal investment" mainland chip foundry and ship technology.

Taiwan's Ministry of economic affairs ruled that former chairman of the board, Cao Xingcheng, and several other corporate executives, who have been funding and ship technology since 2001, have violated the laws of the Taiwan authorities. Including Cao Xingcheng, a total of 25 people were investigated in the case. In January 9th this year, the board of directors accepted the resignation of Cao Xingcheng, just a few hours later, Cao Xingcheng was arrested for illegal investment and ship technology and was formally indicted. In addition, Xuan Mingzhi, vice chairman of the joint electricity Commission has also been indicted, and announced his resignation.

In order to avoid the outflow of advanced technology and employment opportunities, the Taiwan authorities have been strictly controlling the investment of Taiwan manufacturers in the mainland. According to regulations, Taiwan chip manufacturers can only be built in the mainland or invest 200 mm wafer fab, and the need to obtain the approval of the Taiwan authorities. In the process of cooperation with the ship and science and technology, the United States has not submitted an application to the Taiwan authorities. On the contrary, the main rival TSMC to invest in mainland China before obtaining the approval of the Taiwan authorities, the company opened a factory in Shanghai.

Union believes that the company and the ship to provide funding for science and technology is a kind of speculation, mainly for future profits, and did not violate the law. The joint venture plans to acquire 15% of the total value of $110 million from the ship and ship technology as a return to management and administration consulting for the latter. But to achieve this plan, the United Nations will need to obtain the approval of the Taiwan authorities.
