The European Union says the halogen bulb ban has been delayed for 2 years

According to Guangdong province WTO/TBT warning information platform report, the European Commission (EC) No. 2015/1428 regulations will be implemented in the EU in February 27, 2016, revised for lighting products (including household lighting) environmental design rules.

The new regulations pointed out that in view of technological progress, the commission must review the Commission regulation No. 244/2009, environmental design provisions relating to the "non directional household lamps". "Home lamp" means the lamp used for room lighting, excluding the lamp for a specific purpose.

The special review:

The change in the marketing of specific lamps to ensure that these lamps are not intended for general lighting purposes; new technology markets, such as light emitting diodes (LED); the feasibility of energy efficiency requirements at the "A" level.

The European Commission review No. 244/2009 regulations found on regulation No. 244/2009 Table 1 "sixth stage" limit (i.e. a rated flux limiting the maximum rated power), manufacturers to develop and put in line with the limit of the lamps in September 1, 2016, appears to be in economically not viable. In fact, the evaluation of energy efficiency and better lighting technology development expectations, that the implementation of the above limitations is the ideal time to September 1, 2018.

As early as April 17, 2015, the EU environmental design supervision committee only a slight votes to pass a resolution, the phasing out of the halogen bulb period from 2016 until 2018, the reason is the lighting industry strong lobbying from the European Commission and the EU member states that LED technology is not ready. It is generally believed that once the halogen lamps are completely eliminated, LED technology will be desirable and replaced.

According to regulation No. 244/2009 Table 1, halogen lamps will be phased out by September 1, 2016, but the design of environmental protection supervision committee only slightly by the elimination of votes delayed for two years, and now the resolution to the implementation of regulation No. 2015/1428.

The new regulations also have other amendments to the environmental protection design requirements, including the extension of the definition of "specific purpose luminaires" to ensure that they are not intended for sale and use as lamps for general lighting purposes. A detailed description of the new regulations "for specific purposes of the definition of a variety of lighting lamps, pointed out the main purpose of application is not lighting, such as in chemical process as a catalyst for light; image capture and projection (such as a camera flash); heat (infrared light); and a signal (such as traffic lights and airport lamps).

Another amendment, lighting design in the future must be compatible with the energy efficiency of lighting solutions, the reason is the need to minimize the old disabled the "lock" effect on the market, ensure lamps can be fully compatible with efficient lighting, the lighting energy efficiency of at least A+ the No. 874/2012 under the regulations.
