3, institutional barriers. EMC enterprise equipment investment account and depreciation, and after the expiration of the contract of the transfer of assets, are unable to meet the requirements of the current financial accounting system, EMC enterprises to obtain from the service unit revenue currently must pay two income tax.
4, security barriers. At present, China has not established a sound mechanism for loan guarantees or guarantees, and it is impossible for Chinese commercial banks to provide loans to new EMC companies or their customers.
In view of the current EMC model to promote the main obstacles encountered, it is recommended to combine the actual situation, and actively take effective measures to promote the development of EMC:
First, increase the publicity of the concept of EMC, improve the level of awareness of the whole society. On the one hand, the relevant departments to coordinate EMC work, study and formulate regulations and policies related to the introduction of energy-saving incentive mechanism, get rid of market barriers; on the other hand, to increase the concept of energy contract management of enterprise publicity, promotion, training, to enable enterprises to understand the social and economic benefits brought by EMC.
Second, increase funding support for EMC, the establishment of financing and security system. Due to the need to invest a lot of money in the early stage of EMC project implementation, the payback period is generally 5-8 years, the company's strength and financing capacity is very high. From the relevant departments for energy saving special funds allocated part of the investment project of EMC, EMC EMC to support enterprise development, enterprise development scale after the withdrawal of other EMC, support the development of enterprises, to achieve circular movement, capital and sustainable development; to provide credit guarantee to solve the financing problems of EMC enterprises, EMC enterprises, and promote the healthy development of the enterprise EMC.
Third, vigorously develop EMC talent, the establishment of a number of high-level EMC research institutions. The implementation of EMC requires a large number of technical and managerial personnel with technical expertise and management skills. It is suggested that some colleges and universities in our province to establish EMC professional, the establishment of EMC energy saving research and development institutions and engineering and technical centers, the development of special talent introduction policy for the EMC industry in Jiangxi to provide adequate personnel and intellectual assurance.
Fourth, improve the company's EMC operating capacity. Some are at the initial stage of the EMC enterprise, we must vigorously improve the comprehensive technology, market development, business planning, financial management, risk prevention, project management capabilities, truly improve their operational capability.
Fifth, establish the corporate image, improve enterprise credit. EMC has not yet established the establishment of commercial reputation, EMC is still a new concept in China, the domestic business reputation is still relatively low, it is difficult to obtain commercial loans. This requires EMC enterprises to actively create a good operating performance, establish a good corporate image and credibility, improve the financing capacity of enterprises to ease the contradiction of funds.
