February 26th, the fifth cross-strait Information Industry Technical Standards Forum opened in Chongqing. From both sides of the Strait experts and business representatives will focus on digital audio and video codec technology (AVS), the third generation mobile communication technology (TD-SCDMA), mobile storage, high-definition flat-panel display technology (TFT-LCD), green energy, semiconductor lighting (LED), interactive network television (IPTV) on issues of concern to the seven professional and technical fields are discussed in the standard formulation and industrial applications. Lou: glad to meet you in the beautiful mountain city of Chongqing friendship, to discuss cooperation of cross-strait information industry development plan. First of all, please allow me, on behalf of the Ministry of industry and information technology, to express my warm congratulations on the holding of this forum! I would like to express my heartfelt thanks to the relevant parties in Chongqing for their thoughtful and meticulous arrangements! Sincere welcome and greetings to the new and old friends of the foundation and the representatives from both sides of the straits!
Across the Taiwan Strait, the information technology industry initiative has been held for 4 sessions, which has played a positive role in promoting the healthy development of the information industry on both sides of the Taiwan strait.
Currently, the forum has become an important platform for cross-strait information industry to carry out dialogue, exchange of experience, enhance understanding and cooperation, the two sides of the new situation to strengthen cooperation, mutual benefit and win-win has an important impact.
Since last year, affected by the international financial crisis, the world economic growth slowed down significantly, both sides of the economic development is facing severe challenges. This forum will address the new situation and the response to the international financial crisis on both sides, on how to strengthen cross-strait information technology standards and industry cooperation in-depth study, is expected to reach a series of consensus. Hope that the forum can fully reflect the needs of the business community, the development of enterprises to create a good environment for development, and promote pragmatic cooperation in the industry.
Urgent need to accelerate the integration of information technology and industrialization
Over the years, especially in the past 30 years of reform and opening up, the Chinese mainland industry has achieved a leap forward development, the establishment of an independent and complete industrial system. Industrial added value accounted for 43% of the mainland GDP. The output of major industrial products of coal, steel, cement, chemical fertilizer, micro computers, televisions and other ranks first in the world, light industry, textile, machinery, household appliances, refined oil and ethylene production in the world, aviation, aerospace, shipbuilding and other high technology fields have made remarkable achievements. The total number of telephone users reached 980 million, Internet users reached 298 million, the size of the communication network and user ranks first in the world. However, compared with many developed countries and regions, there is still a big gap in the overall level of industrialization in china. Mainly, the core technology and key technology of high external dependence, independent innovation ability is not strong; resources and environmental constraints become increasingly prominent, the urgent need of industrial development mode transformation; the use of high technology, especially information technology to upgrade traditional industries is a daunting task; decentralized industrial management, weakening of some industries, the lack of management strict market regulation and credit system has not been fully established. It is the inherent requirement of the development of the mainland industry to promote industrialization with informatization, promote informatization with industrialization, take a new road to industrialization, speed up the integration of information and industrialization.

Industrial added value in 2009 was 12%
