According to the report of "LED city" project, the initial investment of the project is $42300. If the cost of energy and maintenance savings can be sustained at 3% of the expected rate of growth, the pilot project will be able to achieve cost recovery in seventh years. If the lighting is provided only at night, the city's electricity and maintenance costs will be saved for another 5 years, a total of up to 12 years.

LED city project also brought a variety of benefits for the safety of Rowley. According to the results of the survey in March showed that the parking lot is very safe, compared with the number of projects before the implementation of an increase of 76%; that the lighting quality is very good from the increase of 24% to 86%. This fact supports the conclusion of the study of the industry, that is, the quality of LED lighting is much better than the traditional lighting, and LED lighting equipment does not contain mercury and other harmful substances, to protect the environment.
