U.S. Commerce Secretary's visit to China: China's efforts to combat piracy software is not enough

Deputy director of the National Copyright Administration Chinese Yan Xiaohong this morning at the State Council Information Office held a press conference said that the piracy problem in general software, China government has taken a series of positive and effective measures, it should be said that now the situation has been greatly improved.

Yan Xiaohong said, some human rights organizations outside Chinese that software piracy is over 90%, he said, China software is divided into three types, one is called system software, such as banking system using software. One is the enterprise specific software, such as the use of a unit of accounting management software, these two software are non universal software. This is because the two kinds of software tailored for the enterprise, it should be said that there is no problem of piracy. The last one is the software that is used on the PC machine, mainly operating system software, office software, anti-virus software, as well as some official format. Universal software accounts for about 1/3 of China's software industry.

In general software piracy, China government has taken a series of positive and effective measures, it should be said that now the situation has been greatly improved, completed the software legalization in government departments at the end of 2005. A large enterprise software legalization work, the State Copyright Bureau and the Ministry of information industry, the Ministry of commerce is to do two tasks, one is the national copyright administration and Ministry of Commerce jointly issued a document requiring computer manufacturers to pre installed genuine operating system software in his products factory. Yan Xiaohong said: "this is not only a matter of concern to the U.S. Secretary of Commerce, but also many of our domestic state-owned enterprises are very concerned about a problem. China's genuine software, through these powerful measures, it will be a lot of genuine rate increases."

Yan Xiaohong also added that Lenovo Inc after the acquisition of IBM's business, has begun to install genuine software on all of his hardware, Lenovo's production in the country accounted for 1/3 of the share. China is now the largest country in the production of PC, with an annual output of eighty million units. In the domestic production and sales of about eighteen million units, about sixty million units were sold in foreign countries, this part of the foreign sales are bare out abroad did not install genuine software, this part China cannot take the responsibility.
