With the increasing demand for energy efficient products in the world, many countries have introduced the corresponding energy efficiency standards in order to standardize the behavior of enterprises. China's flat-panel TV energy efficiency and energy efficiency rating in June 2009 to form a draft submitted to the National Standardization Management Committee, and was recommended as a mandatory national standard implementation. The standard in 2007 by Chinese Institute of Standardization (national energy infrastructure and Management Standardization Technical Committee) to start, major domestic flat-panel TV production enterprises and quality supervision and inspection institutions are involved in standard setting work.
Countries have developed energy efficiency standards
With the continuous improvement of the global energy saving requirements for household appliances, the various regions and countries in the world have been developing and releasing the energy saving standards for TV products. American EnergyStar3.0 (Energy Star 3) in the TV set on November 2008. The EU's EuP directive ("eco design directive on energy use") mandated the minimum standards to be met in 2010. Japan's relevant standards and Australia's energy saving label was also implemented in 2009.
Currently, the world's two most influential energy consumption evaluation system for TV products are the United States Environmental Protection Agency (EPA) led Energy Star 3 and Europe to follow the EuP framework agreement. The two evaluation system do not distinguish between TV display mode, generally the cathode ray tube (CRT), liquid crystal (LCD), plasma (PDP) and back projection (DLP, LCoS) and other various display modes of TV together as a system evaluation object, and put forward the "technology neutrality" thought.
Energy Star 3 and EuP evaluation system mainly includes the boot and standby energy consumption in two parts. The power consumption is based on the energy consumption (W) and the display area (inches2/cm 2), and considering the influence of the inherent resolution on the power consumption, different limits are given in the specification.
The boot power major TV energy efficiency evaluation system of using DraftIEC62087 method, Ed2.0 "provisions of audio and video equipment and power measurement method" in the test, with the "power standard" as the evaluation parameters, the "standard model" is defined as the preset, manufacturers provide to the user as a family environment the use of the model. But in fact the evaluation system and no provisions on the "standard model" setting, function and working state of the TV set on the power consumption is very large, the test results of the standard model can explain the measured prototype energy in a particular condition, the results can be compared as evaluation parameters it is not reasonable for this. At present, the United States and the European Union and other countries and regions have been aware of this problem, have increased in the evaluation system on the provisions of the brightness output. Which the EU requires the family mode of brightness shall not be less than 65% of the maximum brightness of the product, the United States California subsidy plan requires the family mode of brightness shall not be less than the maximum brightness of the product by 75%.
Our standard is more fair and rigorous
Compared with the existing TV energy efficiency evaluation system in China, the national standards for energy consumption of flat panel TVs, which are being set up in China, have the following characteristics:
1 standard range of products including LCD and plasma display two kinds of flat-panel tvs. The standard to fully consider the technical characteristics of LCD TV and plasma TV respectively. The distinction between two kinds of completely different technology system, based on respect for differences, the principle of fair treatment, in the premise of a unified testing method, LCD TV and plasma TV were used to evaluate the energy efficiency index.

3 standards for the working state of the prototype was clearly defined. The adjustment of the working condition is based on the widely used flat panel TV test standard SJ/T11348-2006 in the field of digital TV flat panel display measurement method. By adjusting the brightness and contrast, the display is adjusted to the state that can accurately represent the gray level (and this state is relatively unique), that is, the normal working state. The setting is also in line with China's flat-panel TV industry standards to ensure that energy efficiency testing and performance testing of the same state, fully embodies the principle of improving energy efficiency on the basis of no loss of performance. At the same time, the clear provisions of the test state can ensure each flat-panel TV products energy efficiency on an open and fair platform for comparison, intuitively reflect the products in terms of energy saving technology.
4 in order to prevent the use of excessive brightness to improve the energy efficiency index, the introduction of the brightness of the standard parameters, but also explicitly put forward the measurement of the state output brightness restrictions. If the brightness of the measurement condition is higher than 350cd/m 2, the backlight setting should be adjusted (for the flat panel TV with no backlight adjustment, then adjust the brightness settings), so that the screen center brightness equals (350 +. 10) cd/m. Brightness limits can guide the industry to ensure reasonable brightness output, reduce power consumption, improve energy efficiency.
It can be seen that compared with the Energy Star 3 and EuP evaluation system, the national standard evaluation system has obvious advantages in the fairness of the evaluation and the screening of advanced technology.
